NCCIA Punjab Director Muhammad Ali Waseem and UMT Dean Dr Atif Alvi officially signed the document, marking a strategic partnership aimed at addressing evolving cyber threats. “The strategic partnership is aimed to strengthen cyber security education, innovation, and digital defence in Pakistan,” Waseem stated during the signing ceremony. The collaboration is intended to enhance the country’s cyber resilience by developing a skilled workforce capable of tackling emerging digital security challenges and by facilitating knowledge exchange between academia and law enforcement institutions.
Joint Research and R&D Initiatives
Under the terms of the agreement, both institutions will jointly undertake research and development (R&D) projects focused on cyber security. The partnership includes a shared objective to secure national and international research grants, providing financial and institutional support for advanced studies in the field. This move is expected to foster innovation-driven solutions to digital security challenges, moving beyond theoretical academic frameworks to address practical, real-world threats identified by the agency.

Curriculum Modernisation and Mentorship
A key component of the MoU involves the modernisation of UMT’s academic programmes. Representatives from NCCIA will join the university’s advisory board to help align the curriculum with emerging technological trends and current industry requirements. This advisory role ensures that academic content remains relevant to the dynamic landscape of cyber threats.
Furthermore, NCCIA will organise knowledge-sharing workshops and seminars for UMT faculty members and students. These initiatives are designed to focus on practical skills development and raise awareness of emerging cyber security trends. Under the agency’s “Tech 2.0 Initiative,” NCCIA will provide specific guidance and mentorship for final-year student projects. These specialised areas of focus include blockchain technology, cloud computing, and malware analysis, ensuring that graduates possess hands-on experience in critical technical domains.

Public Awareness and Digital Safety
Beyond the academic and research scope, the partnership includes a commitment to public engagement. The two institutions plan to launch public awareness campaigns regarding cyber security through their respective social media and digital platforms. These campaigns aim to educate citizens about various cyber threats, thereby promoting a safer digital environment across the country. By combining high-level research with broad public education, the MoU seeks to create a multi-layered approach to national cyber security, addressing both the technical workforce and the general public’s digital literacy.
The agreement represents a significant step in institutionalising the link between cyber security practitioners and academic bodies in Pakistan. By formalising this cooperation, both entities aim to create a sustainable ecosystem where research, education, and operational defence strategies are developed in tandem, ultimately strengthening the nation’s overall digital infrastructure and security posture.
