Putin cites drone attacks on Moscow to explain why Ukraine peace talks are stalled

Yuri Ushakov, the Kremlin’s foreign policy aide, detailed the outcome of the call, asserting that the Ukrainian regime’s actions had undermined the possibility of immediate dialogue. “By launching a large-scale drone attack on Moscow, other cities and polling stations on the most important day of the elections, and by targeting some people involved in organising the elections, the Kyiv regime has, in reality, interrupted the possibility of an immediate resumption of the negotiation process,” Ushakov said. He added that the Russian leadership would now assess the appropriate timing for when these negotiations could potentially resume.

This diplomatic pause comes amid conflicting signals from the other parties involved. Earlier in the week, Ukrainian President Volodymyr Zelenskyy declared that Ukraine was ready to hold trilateral talks with the United States and Russia within the current month. However, the Kremlin’s position suggests that Moscow views the recent military actions as a breach of the conditions necessary for dialogue, shifting the blame for the stalled negotiations onto Kyiv. The stance introduces a significant layer of complexity to the diplomatic efforts, as the parties appear to be operating from different assessments of the current security environment.

Despite the impasse on direct peace talks, the diplomatic channel between Washington and Moscow remains active. US Secretary of State Marco Rubio stated on Thursday that the war in Ukraine is currently at a “dangerous stalemate” and affirmed that the United States would continue working towards a deal to end the conflict. Negotiators are reportedly aiming to present a formal proposal to Russia in the coming weeks, indicating that the diplomatic track has not been entirely abandoned, even as immediate face-to-face talks are shelved.

The economic dimension of the conflict also emerged during the Friday phone call. President Trump announced that, following the discussion with Putin, Russia had agreed to deliver more than 300,000 tonnes of diesel to American and global markets. This development highlights the continued entanglement of economic interests and geopolitical leverage in the ongoing crisis, where energy supplies and market access serve as additional variables in the broader strategic equation.

For Ukraine, the refusal to hold immediate talks while asserting readiness for them creates a significant diplomatic dilemma. Kyiv seeks international legitimacy and potential security guarantees, but the Kremlin’s linkage of military action to diplomatic entitlement suggests that any path to negotiations will require a reassessment of military objectives. The “dangerous stalemate” described by US officials underscores the risk that without a breakthrough in diplomacy, the conflict may persist without a clear trajectory toward resolution.

The situation now hinges on how Moscow defines the “assessment” of when talks can resume. By citing the drone attacks on polling stations and election organizers, the Kremlin has established a specific precedent: that military operations targeting critical infrastructure or political processes during sensitive domestic events will directly impact the diplomatic timeline. As negotiators prepare their proposal for the coming weeks, the central tension remains whether the parties can decouple their military postures from their diplomatic requirements. The immediate resumption of talks is off the table, leaving the parties in a period of strategic uncertainty where economic deals proceed while the path to peace remains blocked by mutual accusations of bad faith.
