The Russian Defense Ministry stated that its forces used Geran-4 Seeker drones to target five vessels in the Black Sea and the port of Odesa. The ministry also claimed that Russian aircraft conducted operations against Ukrainian troop positions in Kramatorsk and Kharkiv using guided FAB-500 bombs. Additionally, Russian air defense systems reported intercepting 592 Ukrainian drones over Russian regions and Black Sea waters within a 12-hour period. Amid the ongoing strikes, diplomatic efforts to de-escalate maritime tensions in the Black Sea have stalled. Türkiye’s Foreign Minister Hakan Fidan called for a temporary halt, or “moratorium,” on attacks in the Black Sea, warning that the conflict has expanded beyond military targets to commercial shipping. Fidan noted that vessels belonging to Türkiye or flying the Turkish flag have been targeted, citing recent incidents involving drone attacks on two Turkish civilian vessels. Russia’s Foreign Ministry dismissed the proposal for a Black Sea ceasefire, stating there were no grounds for “half-measures” that would only offer a temporary respite to Ukrainian forces. Spokeswoman Maria Zakharova accused Ukraine of “brazen acts of terrorism” against shipping, characterizing the attacks as a deliberate policy to destabilize civilian traffic. Zakharova also ruled out returning to the 2022-23 Black Sea Grain initiative, describing it as one-sided and noting that Russia had withdrawn from the agreement after claiming Western commitments regarding Russian exports were not fulfilled.
Separately, a drone carrying explosives exploded near the Trans-Balkan gas pipeline close to the Bulgarian-Romanian border. Bulgarian Prime Minister Rumen Radev stated the drone was approximately 1,000 meters from a compressor station serving the pipeline. No casualties were reported, and Bulgarian authorities summoned Ukraine’s ambassador to discuss the incident. Ukraine’s Foreign Ministry denied intentionally targeting Bulgaria, stating that the Ukrainian Armed Forces did not deliberately direct assets toward the country. Bulgarian defense officials said an analysis of the debris found no evidence the incident was intentional, though they noted the drone was of a type widely used by the Ukrainian military.
Ukrainian President Volodymyr Zelenskyy said the United States has proposed a technical-level trilateral meeting involving Ukraine, Russia, and the United States. Kyiv is currently awaiting Washington’s proposals regarding the timing of the meeting, with the United Arab Emirates suggested as a potential venue.
